DESCRIPTION
The Office of Housing and Community Development (OHCD) in North Carolina is seeking qualified consulting firms to provide comprehensive organizational development, strategic planning, operational readiness, and implementation support services for the creation and launch of a new OHCD. The selected consultant will be responsible for department development and strategic implementation, including facilitating the formulation of a vision statement, strategic priorities, and supporting the successful development and operational launch of the office.
The engagement aims to consolidate and streamline existing housing, neighborhood stabilization, homelessness response, grant administration, revitalization, and community development programs into a centralized, strategically-aligned structure. This initiative seeks to create a cohesive organizational framework that enhances efficiency, accountability, service delivery, and long-term strategic impact. Once established, OHCD will act as the central entity advancing housing access, community revitalization, equitable development, homelessness initiatives, neighborhood stabilization, economic partnerships, and coordination of housing-related grants.
The contract period for the awarded services will be one year. A non-mandatory pre-bid meeting is scheduled for June 18, 2026, and all questions regarding the proposal must be submitted by June 24, 2026.
