Strategic Planning Consultant Service

A Minnesota agency is seeking a qualified consultant or firm to provide strategic planning services to guide city-wide initiatives over the next 3 to 10 years. The selected consultant will be responsible for designing and facilitating a series of discussions, including a council retreat, aimed at synthesizing the Vision 4.0 report findings and establishing the final strategic priorities for the city’s future direction.

Key responsibilities include collaborating with agency staff to understand the Vision 4.0 process and report, and leading the development of a comprehensive, actionable, and measurable city-wide strategic plan. The plan must align with the agency’s ongoing equity and inclusion efforts and span a period of 3-5 years. The consultant will work closely with project staff to translate the established priorities into a clear and cohesive strategic plan document, producing a final version that is presentation-ready and suitable for guiding city initiatives.
