DESCRIPTION

The selected vendor will provide strategic planning and ongoing governance support services designed to foster effective council operations and long-term organizational alignment. Responsibilities include the development of a comprehensive, one-time strategic plan, ongoing advisory or coaching support for council and senior administration, and the facilitation of mid-term check-ins or refresh opportunities for the strategic plan.

Key deliverables involve reviewing the town's existing strategic plan and relevant background documents, conducting governance orientation or refresher sessions, and designing and executing an inclusive engagement process with council, staff, residents, and key stakeholders. Vendors will prepare summaries of engagement findings, draft and finalize the strategic plan, and present it to council.

Additional supports include facilitation of workshops and preparation of session summaries, development of governance tools and resources to reinforce best practices, as well as progress review frameworks. Optional implementation and monitoring supports may also be requested throughout the council term.
