The Trails Strategic Plan must offer a detailed assessment of current and future recreational trail needs for residents and guests, and establish appropriate service levels and sustainability standards. It should propose a 10-year vision, including recommendations for all municipal trail assets, and incorporate a signage and wayfinding strategy aligned with a new trail brochure. The vendor will support communications by preparing public engagement materials, reviewing feedback, and presenting the final plan to Council. Financial analysis covering capital and operating costs, funding assessments, and an inventory mapping of all municipal trail assets are required.

Additionally, recommendations should address the existing trails operating model, volunteer engagement, accessibility improvements, and a SWOT analysis of current trail assets. Deliverables will ensure an actionable and strategic approach for the municipality’s trail system development.
