Key tasks involve conducting a demographic and needs assessment, complete with maps, charts, and narrative findings suitable for public presentation. The selected vendor will evaluate facility conditions, capacity, accessibility, and suitability, and recommend potential opportunities for service expansion, modification, consolidation, or partnership. Alternative service models, such as regionalization, mobile services, shared staffing, or increased intergovernmental collaboration, will also be explored.

The strategic plan will be developed with clear goals, objectives, measurable outcomes, and phased implementation strategies. Additional assessments will address site considerations, land availability, infrastructure requirements, and regulatory issues. A feasibility study, including an executive summary, key findings, and recommendations, will support the county in making informed decisions regarding the senior citizens program.
