DESCRIPTION
The selected vendor will provide consultancy services to support the development of the agency’s strategic plan for the 2027–2029 operational period. The assignment will include evaluating and reviewing implementation of the outgoing 2022–2026 Strategic Plan, including the level of achievement of its objectives, key successes, challenges encountered, and lessons learned.
The consultancy will also assess internal strengths and weaknesses and external opportunities and threats to identify appropriate strategic options. Through stakeholder consultations, including individual and focus group meetings and workshops, the vendor will identify priorities, gaps, needs, and actions required to support the agency’s mission and goals.
Based on the information collected, the vendor will prepare a draft strategy containing strategic pillars or approaches, indicators, and evaluation mechanisms. The draft strategy will be presented at a workshop to obtain feedback and refine the strategic objectives, operational approaches, and high-level success indicators. Questions must be submitted by September 2, 2026, and proposals are due by September 4, 2026.
