The issuing agency is seeking a vendor to provide Strategic Highway Safety Plan (SHSP) services for a comprehensive statewide safety plan focused on identifying the primary causes of severe roadway crashes and creating a coordinated framework to reduce fatalities and serious injuries. The work is intended to support the 2031–2035 planning period and strategically direct related actions and associated plans, including the Highway Safety Improvement Plan.

The selected vendor will support the development and analysis of safety strategies in consultation with federal, tribal, state, local, and private-sector safety stakeholders. Services include facilitation and guidance on implementation strategies, coordination with towns, cities, counties, metropolitan planning organizations, and tribal communities, and assistance with incorporating SHSP strategies into relevant planning documents. The vendor will also be expected to document outreach, coordination activities, and progress led by emphasis area leads and action step members.

Additional responsibilities include conducting a one-time review and summary of regional and national best practices, completing a literature review of SHSP guidance and implementation approaches used in other states, promoting the plan at related conferences, meetings, and events, and preparing annual reports summarizing yearly progress, targets, and priorities for future implementation.
