(1) Vendor needs to provide strategic employment zone speculative industrial development service. • Development of employment–generating industrial space within the strategic employment zone while retaining long–term public ownership of the underlying land. • Developers who establish the city’s required ground lease structure, entitlement cost recovery framework, post entitlement rent methodology, fiscal context, and evaluation standards. • Intended to catalyze private investment, expand the City’s tax base, and support long–term economic diversification. • Temporary, capped, and performance–based entitlement cost recovery framework, followed by a stabilized, market–aligned ground rent once the Project is entitled, constructed, and leased.
