Strategic Bitcoin Reserve Custody and Liquidity Services

The procuring agency seeks a vendor to provide strategic bitcoin reserve custody and liquidity services in support of implementing the Reserve in accordance with statutory requirements and legislative intent. The selected provider will work with the Comptroller and the Trust Company to support the secure acquisition, custody, and transition of reserve assets from the IBIT iShares Bitcoin ETF to direct Bitcoin holdings.

The scope includes secure custody services for Bitcoin and other cryptocurrency assets, with assets held in the name of the agency and not commingled with other client assets. The vendor must demonstrate strong security controls and protocols, including private key generation and storage, encryption, cold storage, security audits, penetration testing, physical security, role-based access controls, crypto key management, transaction controls, and multifactor authentication. Security expectations also extend to any subcontractors or cloud service providers involved.

In addition, the successful respondent must design, build, host, and maintain a polished, professional, publicly accessible website for the Reserve on behalf of the Comptroller and Trust Company. The website must include accessible, non-technical educational content to improve public awareness and understanding of Bitcoin and the purpose of the Reserve, while meeting applicable accessibility rules, industry-standard security practices, high-availability hosting requirements, and modern usability standards.
