Speed Management Action Plan Development Service

The government authority in Minnesota is seeking a vendor to develop a Speed Management Action Plan intended to guide priorities and actions for reducing speed-related fatalities and serious injuries resulting from motor vehicle crashes. The plan will address speed management strategies and provide recommendations based on research, analysis, and stakeholder communication needs.

The selected vendor will be expected to conduct crash analysis and assess societal impacts associated with speed-related crashes, analyze adjudicated speeding tickets and fines at statewide and regional levels, and incorporate existing target speed and speed management literature reviews and transportation research synthesis. The work also includes developing materials to promote and communicate the effectiveness of speed safety cameras, creating tools for winter weather and other speed-related messaging, and supporting public engagement around speed management during the project development process.

The final deliverable will be a comprehensive action plan highlighting findings, actions, and recommendations. The vendor will also advise and inform related efforts concerning speed management, target speed, and associated initiatives.
