SUMMARY

ERDC is soliciting innovative commercial solutions to modernize the U.S. Army's High Performance Computing Modernization Program with a sovereign, secure, cloud-enabled hybrid architecture. The CSO seeks scalable, interoperable, and vendor-neutral approaches that improve HPC workflows, user experience, and data integration.

DESCRIPTION

The U.S. Army Engineer Research and Development Center (ERDC), through its Information Technology Laboratory and High Performance Computing Modernization Program (HPCMP), is seeking innovative commercial solutions under a Commercial Solutions Opening (CSO) authorized by DFARS Subpart 212.70. The initiative is intended to identify new technologies, methods, services, or research and development approaches that can help transform the HPCMP into a cloud-forward ecosystem using commercial acquisition procedures.

ERDC is looking for solutions that address current limitations in the HPCMP environment, including fragmented user experiences, manual workflows, constrained scalability, and insufficient portability and interoperability across government and commercial resources. The project emphasizes the development of a resilient, scalable, and secure hybrid cloud architecture that improves automation, enables secure data integration, and reduces dependence on any single vendor.

The desired outcome is a sovereign, cloud-enabled, AI-driven platform that modernizes user experience, data storage, processing, security, and accessibility for government high-performance computing. Resulting contracts will be firm-fixed price, and all products, technologies, services, and related research and development submitted under this CSO will be treated as commercial items. Universities and nonprofit organizations are advised that commercial clauses will apply to any resulting award.
