DESCRIPTION
The procuring organization is seeking a vendor to provide software advisory and professional services for existing applications and new application development. Required services include providing competent and qualified personnel to support software design, documentation, maintenance, and development activities.
The scope covers IT and digital strategy, business analysis and requirements gathering, architecture and solution design, security, privacy and risk advisory, and procurement or vendor selection support. It also includes custom application development, low-code or no-code development, system configuration and customization, API and system integrations, and UX/UI design tied to development.
Additional requirements include SaaS or COTS implementation, data migration, deployment planning and execution, user onboarding, and change support. The vendor may also be expected to provide managed services and ongoing support such as application maintenance, hosting or cloud operations, monitoring, patching, upgrades, infrastructure management, UX research, quality assurance and testing, cybersecurity services including NIST or ISO-aligned penetration testing and remediation, accessibility and bilingual-by-design practices, and AI/ML design, development, and integration.
The contract period is one year. Questions are due by May 21, 2026.
