Must be a provider consortium offering shared EMR/EHR purchasing, leasing, or service opportunities

Must possess a valid Unique Entity Identifier (UEI)
Must acquire and implement a secure, HIPAA-compliant, shared EMR/EHR platform
Must ensure the platform is interoperable with federally Certified Electronic Health Record Technology (CEHRT)
Must comply with 2 CFR Part 300 and 2 CFR Part 200

The State of Vermont is seeking a vendor to provide a shared electronic medical record (EMR) and electronic health record (EHR) platform. The primary goals are to strengthen data sharing and care coordination across the state, with a special focus on improving interoperability and clinical operations among rural hospitals, health centers, independent provider groups, and community service providers that utilize EMR and EHR systems.

The platform should optimize interoperable workflows and promote the use of a comprehensive longitudinal health record to enable the delivery of high-quality, well-coordinated, and cost-effective care.
