(1) Vendor needs to provide safety management systems implementation service.– A safety management system (SMS) is a formal, top–down, organization–wide approach to managing safety risk and ensuring the effectiveness of safety risk controls.– It includes systematic procedures, practices, and policies for managing safety risk.– The objectives of this research are to develop (1) a guide for developing and implementing an SMS and (2) a structured, step–by–step roadmap for the phased implementation of a scalable SMS program.– At a minimum, the following resources should be provided for the step–by–step, scalable development of an SMS program:– A gap analysis tool,– Hazard reporting system tools,– Guidance on the development of a risk matrix,– Safety promotion resources,– Guidance on SMS program evaluation and maintenance, and– Training syllabi based on the level of SMS responsibilities.
