S-100 XSB Exchange Set Builder and One-Year Software Support

The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Acquisition Division–Norfolk, on behalf of the National Ocean Service, Office of Coast Survey, intends to negotiate and award a sole-source purchase order to IIC Technologies Inc. for the S-100 XSB Exchange Set Builder and one year of software support. The anticipated period of performance is 12 months from the date of award.

NOAA states that this software is required to build, validate, and package S-100 exchange sets used to release its core S-100 product lines, including geospatial data products that may support the National Weather Service and other maritime agencies such as the U.S. Coast Guard and the National Geospatial-Intelligence Agency. The agency explains that manual processing of large, continuously updated hydrographic and meteorological datasets is not operationally feasible, and that the software’s automated and batch-processing API interfaces are necessary to support its programmatic workflow.

According to NOAA, IIC Technologies Inc. is the original developer, sole manufacturer, and only authorized source for the IIC S-100 XSB software, with no authorized partners or resellers. NOAA further notes that no alternative commercial or open-source product provides the specific IHO S-100 framework compilation capabilities together with the integrated automation and batch-processing features required for compatibility with existing systems and mission-critical data workflows.

This notice is a presolicitation notice and not a request for competitive proposals. Firms that believe they can fully meet the government’s requirements may submit written substantiating documentation or requests for additional information within 15 days of publication for consideration as to whether the procurement should be conducted competitively.
