DESCRIPTION


The U.S. General Services Administration (GSA), Public Buildings Service, Acquisition Project Delivery Contracting Division–East Branch C intends to issue a Request for Proposal (RFP) for a qualified General Contractor to provide construction services for the Keating Courthouse Hardening Phase II project at the Kenneth B. Keating Federal Building, 100 State St, Rochester, NY 14614. The selected contractor will supply all labor, materials, tools, and equipment necessary to complete site demolition, pavement, curbs, fencing, gates, landscaping, storm draining, security glazing, security systems, and electrical work to improve the federal facility in accordance with construction documents and specifications.

The primary goal is to deliver construction services to build out spaces for the U.S. Courts, including renovations and alterations as required. The project will be procured through a competitive process that is a set-aside for Disabled Veteran Owned Small Businesses, with evaluation criteria including prior experience, past performance, and staffing plan. Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) selection process. The project contract is anticipated to be firm-fixed-price, with performance and payment bonds, and a bid guarantee required. The estimated construction value is between $1,000,000 and $5,000,000, with a performance period of 240 calendar days after Notice to Proceed. Additional updates and the formal RFP will be posted electronically, and a pre-proposal conference and site walk-through are expected.
