Ontario is seeking a consulting firm to develop a comprehensive right of way (ROW) management strategy. The selected consultant will be responsible for creating a framework that addresses competing interests, enhances permitting processes, minimizes disruptions, and ensures alignment with the province's long-term strategic goals.

Key deliverables include the development of a target operating model for ROW management, featuring policy directives, standardized processes, defined organizational roles, and a technology roadmap supporting digital permitting, data integration, and performance management. The consultant will also deliver a benchmarking report comparing Ontario's current and target ROW management practices with those of peer municipalities, with emphasis on utility coordination, GIS integration, permitting and enforcement models, and funding and revenue strategies.

Additionally, the project requires the creation of a phased implementation plan. This plan must detail work packages, project timelines, critical paths, dependencies, and necessary resource allocations. Integration concepts for data standards and GIS, as well as the overall enabling systems architecture and its sequencing, are also within scope.
