This Request for Information (RFI) seeks input from vendors regarding the development of a unified, web-based data management system for tracking anadromous salmonid populations in California. The proposed system will play a critical role in collecting comprehensive data to support efforts in salmon and steelhead recovery, conservation, and management. Coordination with relevant agencies is essential to ensure the platform meets all operational requirements.

Currently, the data infrastructure involves a distributed Microsoft Access application and a centralized SQL database, with an additional Survey Management Switchboard (SMS) application used for managing lookup table values. Data transfers now require several intermediary steps and manual uploads, resulting in inefficiencies and challenges with data access.

The objective is to transition the existing SQL database and SMS application into a single web-based platform. This platform should feature integrated data entry, batch upload, and robust tools for custom queries and data retrieval. Interested vendors are invited to provide input on solutions that will streamline data management, improve access, and support the comprehensive collection of salmonid population data. The contemplated contract period for the new system is three years. Questions regarding this RFI must be submitted by November 24, 2025.
