(1) Vendor needs to provide recreation fees and charges strategic review service. – Comprehensive review of fees and charges, facility allocation principles, and related strategies that best serve the community. – The outcome of this work will be a parks and recreation fees and charges framework that supports equitable space allocation and includes a clear, practical implementation strategy. – Establish a transparent, consistent, and equitable approach to setting fees and allocating bookable spaces across operated parks and recreation facilities. – Grounded in a reaffirmed philosophy of accessibility and affordability, supported by sound rationale and industry best practices. – The implementation plan will identify all required changes, including updates to policies and procedures related to subsidies, fee types, definitions, user requirements, priorities, and timelines. – Economic impact, wellbeing and enjoyment. – Outdoor optimization plan. – Balance cost recovery, social benefit, accessibility, and market comparability. – Review all relevant materials, including agreements, policies, fee structures, utilization data, and facility types. (2) All the questions must be submitted no later than February 16, 2026.
