DESCRIPTION


The consultant will provide public awareness and community engagement strategy services, including all labor, materials, facilitation, communications support, data collection, analysis, reporting, and travel required to complete the work.

The work includes developing an engagement framework that identifies objectives, audiences, stakeholder groups, engagement methods, schedules, communications channels, participation targets, data collection methods, and reporting procedures. The consultant will also develop a comprehensive communications plan explaining the project purpose, the role of public input, known corridor conditions and constraints, opportunities for participation, and how community feedback will be used.

The consultant will create public-facing project messaging and materials, such as fact sheets, frequently asked questions, meeting notices, press releases, social media and digital content, presentations, and other appropriate outreach materials. Innovative techniques should be used to increase participation among populations that may be underrepresented in conventional public meetings. Surveys, interactive mapping, visual preference exercises, digital platforms, and other tools may be used to gather geographically and demographically diverse input. Detailed records must be maintained for public meetings, stakeholder contacts, surveys, digital engagement, comments, and other engagement activities. Questions are due by September 17, 2026.
