DESCRIPTION

The issuing City is seeking vendor teams to provide public AI innovation challenge services for quality control review (QCR) and residential review workflows. Each selected team will assign qualified technical personnel, such as forward-deployed AI engineers, solution engineers, implementation engineers, applied AI specialists, or comparable professionals, to work directly with designated City staff.

The work includes observing and documenting current workflows, translating approved City source materials into testable system requirements, configuring prompts, rules, retrieval methods, models, integrations, and output formats, and testing the solution with City-provided materials. Vendors will review errors with staff, identify circumstances requiring staff judgment, document data flows and security controls, train designated City personnel, and maintain configuration, issue, and decision logs.

Expected deliverables include a workflow and user-needs summary, a configured prototype for the defined QCR and residential review use cases, and a requirements traceability matrix connecting tested functions to applicable Information Bulletins and City-provided requirements. A pre-bid meeting is scheduled for September 15, 2026, and questions must be submitted by that date.
