Portal and Statewide Voter Registration System (Closed)

Illinois seeks a vendor to modernize and replace its statewide voter registration system with an integrated web portal for local election authorities.

Solution must be hosted in an Offeror maintained Cloud environment utilizing FedRAMP Security Controls at minimum Moderate Baseline and not be stored, maintained, or accessed via on-premises servers.
Solution must be a web-based solution allowing authorized user access 24 hours per day, seven days per week.
Hosting facility must be Tier II equivalent with N+1 capability for all HVAC, electrical, UPS, and generator facilities, and have dual instances for power and network/Internet connectivity.
All hosted data pertinent to this contract shall remain located within the contiguous United States.
Offeror must clearly identify in a Service Level Agreement the measures it takes to assure the confidentiality of Personally Identifiable Information (PII).
Offeror certifies it has undertaken independent third-party audit Statement on Standards for Attestation Engagements (SSAE-18) certifications and must provide SBE with a System Operation Controls report (SOC 2 type 2) annually.
Offeror must sanitize all media that contains or contained SBE data using NIST Special Publication 800-88 and provide written certification of media sanitization.
Offeror must ensure encryption of SBE data at rest and in motion, complying with FIPS 140 using AES encryption with a minimum key length of 256 bits, and provide proof of encryption and capabilities to manage encryption keys for data at rest.
Solution must encrypt all SBE Personally Identifiable Information (PII) during all phases of data use, including data in motion and data in use.
Offeror must store data in a non-proprietary, readily accessible format, or provide a solution to extract SBE data at no additional cost.
Solution must support multiple W3C-compliant browsers, including the latest versions of Google Chrome, Mozilla Firefox, Island, and Microsoft Edge.
Offeror must meet the Mandatory Service Requirements as defined in F.3 and Attachment D – Traceability Matrix tab SR.9 Services.
Offeror must meet the Mandatory Performance Requirements as defined in F.3 and Attachment E – Performance Management and Service Level Requirements.
Offeror must meet the State Board of Elections Security Requirements as defined in F.3 and Attachment F – State Board of Elections Security Requirements, including filling and attaching an Authority to Operate / Authority to Connect Packet.
Solution must maintain an audit trail of database transactions (add, change, delete) identifying the individual performing the transaction, the date and time of the transaction, and the original data in instances where changes are made. All users must be able to view the most current data by default. Authorized users must have the option to view all transactions utilizing role-based access.
Offeror must ensure that all information technology complies with the Illinois Information Technology Accessibility Act Standards and provide their most recent Voluntary Product Accessibility Template (VPAT) if available.
Offeror or Offeror’s team must have experience hosting and providing maintenance and support for at least three (3) comparable customers.
Offeror Program/Project Manager must have at least two (2) years working for the company implementing the proposed Solution, including serving as the Program/Project Manager for at least one (1) implementation.
Offeror technical and/or functional manager(s) must have at least two (2) years working for the company implementing the proposed Solution and have served as the technical and/or functional manager for at least one (1) implementation.
Offeror must provide a high-level work plan that shows how the Portal will go-live within 12 months and the Statewide Voter Registration system will go-live within 24 months of the Portal go-live.
Offeror Solution must propose an identity and access management solution to be approved by SBE or provide a solution that is capable of interfacing with SBE’s existing identity and access management solution.
Offeror must provide Staff Resume Tables for each proposed Key Staff, mapping them to desired skills and qualifications.
