(1) Vendor needs to provide parking strategy consulting services. – Development of a transitional parking strategy was designated as a priority under the strategic theme of planned community growth. – Provide professional consulting services to undertake the agency’s parking plan and recommend updates to the agency’s zoning and other by–laws, parking policies and programs accordingly. – Document the current Federal and Provincial requirements related to parking. – Develop the problem and opportunity statement for this study. – Utilize available data to determine future growth for residential and on street parking demand, which will form a baseline to inform future growth in parking demand within the agency to 2051. • Strategy: – Reinforces fire lane accessibility and unobstructed emergency routes. – Considers the impact of residential density and parking congestion on emergency response times. – Evaluates how parking regulations may affect access to hydrants, driveways, and high–risk occupancies. – Emergency vehicle maneuverability in residential and high– density areas.
