A government authority in Houston, Texas is seeking a vendor to provide owner’s representative services for the development of Terminal 3. The selected firm will serve as an extension of the owner’s internal program management team and support safe, efficient, and compliant execution of the program in alignment with established standards for cost, schedule, quality, environmental compliance, and innovation.
Scope of work includes program management support, project controls, maintenance of a technical library of supporting documents, master scheduling, technical oversight, and coordination of field work such as survey, geotechnical, and environmental activities. Additional responsibilities include site preparation, federal permitting and real estate coordination, terminal layout and design, dredged material management planning and design, utility coordination including pipeline relocation and corridor design, and cost estimating.
The engagement also calls for comprehensive professional engineering services on an as-needed basis, including strategic planning and program setup, technical oversight and assurance, execution and delivery management, and coordination through closeout. Questions are due by May 21, 2026.
