DESCRIPTION


The government authority in Oswego, Oregon is seeking to engage a vendor to provide comprehensive owner’s representation services for its construction projects. The selected Owner’s Representative will collaborate with architects, engineers, contractors, and regulatory agencies to deliver effective construction project management and oversight.

Responsibilities include guiding key project decisions, providing project cost estimating and budgeting, and managing the full lifecycle of construction projects, from planning, programming, and scheduling through land use, permitting, and design development, to construction oversight and close-out. The representative will review and approve monthly progress reports, participate in evaluations and negotiations with contractors and consultants, and approve change orders in consultation with the agency.

Additional duties involve reviewing subconsultants’ plans and specifications for compliance with design standards, completeness, and accuracy, monitoring subconsultants’ cost estimates, proof-reading documentation, and assisting in capitalizing and closing projects. The contract period will be for one year. A mandatory pre-bid meeting will be held on May 20, 2026, and all questions must be submitted by May 25, 2026.
