The procuring organization is seeking a vendor to deliver an operational weather forecasting data services solution for hydroelectric operations in British Columbia. The solution must provide high-quality, operationally reliable meteorological forecasting with a modular architecture that can evolve over time, including future integration of AI-based models and additional weather-related decision-support capabilities.
The required solution must deliver probabilistic, ensemble-based, statistically post-processed weather forecasts, along with associated data products and visual outputs. Scope includes acquiring third-party model data, running a vendor-operated fine-resolution regional ensemble, processing and archiving model and ensemble datasets, and providing access to the required subset of data. The solution must also support post-processed point forecasts, freezing level ensemble forecasts, and custom map-based forecast graphics and controllable animations through a web portal.
The vendor will be expected to demonstrate compliance with lot requirements through implementation deliverables, integration testing, user acceptance testing, and final acceptance documentation. The implementation must include biweekly status updates during implementation and weekly updates during active testing and go-live preparation. The system must include monitoring, alerting, redundancy, graceful failure capabilities when inputs are incomplete, and a separate non-production environment for validating changes before operational deployment.
The contract term is three years.
