The agency is seeking an online proctoring tool and related application services to modernize its hiring process and support a merit-based recruitment framework. The solution is intended to manage and deliver assessments in a secure online environment while improving efficiency for applicants, hiring managers, and panel members.
Required capabilities include question pool creation, categorization of questions by competency, technical, or knowledge area, and ongoing maintenance. The platform must allow applicants to book tests online, support live remote identity verification and monitoring during assessments through a person and/or software, group test results by competition, track written scores for each applicant, and enable hiring managers to request that the system mark all or part of an exam.
The agency also requires ongoing user support and training features. These include online assistance for staff and applicants on a 24/7/365 basis, searchable online information available at all times, interactive online training modules, and planned maintenance and upgrades scheduled outside working hours. The anticipated contract term is three years, and a pre-bid meeting is scheduled for May 21, 2026.
