The procuring agency is seeking a vendor to provide a secure, reliable, internet-based online auction platform to support municipal surplus auctions in New York. The platform must allow agencies to create auctions online, upload photographs and condition reports, register bidders, accept auction terms and conditions, and manage competitive bidding with configurable bid increments. Required functionality includes proxy bidding, bidder notifications when bids are exceeded, soft-close or anti-sniping features, identification of winning and backup bidders, and the ability to post item descriptions, VINs or serial numbers, inspection details, and pickup instructions.
The vendor is also expected to support auction set-up and listing services, including agency intake forms or templates, review of submitted item information, refinement of item descriptions, and uploading listings to the platform. The system should provide audit trails, downloadable bid history and sales records, agency-specific or event-specific auctions, and reasonable safeguards against fraudulent bidding or bidder abuse. The platform must remain accessible to the general public without unreasonable barriers to participation.
In addition, the selected contractor will be responsible for marketing and promotion of auctions through its bidder database and normal digital marketing channels. The proposal should describe outreach methods, bidder database details, average website traffic or bidder activity metrics, and include a detailed marketing plan designed to maximize geographic exposure and competition. The contract term is one year. Questions are due by May 28, 2026, and a pre-bid meeting will be held on May 21, 2026.
