The Veterans Health Administration (VHA) seeks qualified contractors to provide financial support for the Activation Program related to major lease and construction projects as part of the Office of Capital Asset Management Service (OCAMS) National Activation Office. The contractor will be responsible for preparing and updating financial estimates for a portfolio of current and future capital projects. This includes providing initial and mid-year updates to historical activation funding estimates, supporting VHA finance with accurate budgetary data, and ensuring all necessary documentation is prepared for Office of Management and Budget (OMB) and Congressional requests concerning activation costs.
Contractors will develop reports, update project estimates, and support presentations as needed for projects across VHA. Ongoing responsibilities include supporting OCAMS and VISN offices in maintaining and updating the relevant database to enable effective activation funding processes, with updates based on real-time project changes. The activation cost estimate model will utilize the Space and Equipment Planning Software (SEPS), ensuring each construction project and major lease submits a baseline plan for Furniture, Fixtures, and Equipment (FF&E) funding as part of the SCIP capital investment planning process.
Eligibility for this opportunity is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) verified by the VA and meeting the size standard established by NAICS 541611. Companies must ensure valid VA SDVOSB certification to participate.
