The Federal Highway Administration, Eastern Federal Lands Highway Division, is soliciting proposals from small business concerns for up to four Multiple Award Task Order Contracts (MATOC) under Indefinite Delivery Indefinite Quantity (IDIQ) agreements. These contracts will support highway, street, and bridge construction services in the Northeast Region of the United States, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, and Delaware.
Work under these contracts may involve a range of tasks such as gravel or natural surface roadway and trail rehabilitation, pavement construction and milling, embankment work, debris removal, culvert repairs or replacements, riprap placement, sign installation, and various bridge and structure repairs. The shared contract ceiling is $60 million, with individual task orders expected to range from $50,000 to $3 million.
The initial (seed) project for which proposals are to be submitted is located in Philadelphia County, Pennsylvania, and involves the rehabilitation of Trolley Bed Road (Route 404) and Haul Road (Route 405), including embankment construction, aggregate base and surface courses, pavement work, culvert installations, masonry work, and related assignments. The total anticipated cost for this seed project ranges from $500,000 to $1,000,000. RFP documents will be available online and prospective contractors must be registered in the System for Award Management (SAM) and comply with all related federal regulations for consideration.
