South Carolina is seeking a qualified vendor to provide a comprehensive next-generation 911 (NG911) solution. The required service model must utilize digital communication paths for call delivery, enabling citizens to reach emergency services efficiently and securely. The provider must offer a complete solution as a single contractor, ensuring seamless interoperability with other i3-compliant NG Core Services solutions.
The selected contractor will be responsible for the replacement and maintenance of ESInet and NGCS-related hardware and software as necessary, particularly when components are deemed end-of-life, defective, or unserviceable. The NG911 solution must support secure entry of emergency calls into the ESInet network and offer a Location-to-Service Translation (LoST) protocol server, validating civic location information against authoritative GIS databases. Local GIS officials primarily use ESRI, though some counties employ ThinkGIS by WTH, requiring compatibility with both platforms.
Vendors are required to submit any questions by December 9, 2025. The contract will be awarded for a period of one year, and a pre-proposal conference is scheduled for December 4, 2025.
