South Carolina seeks a vendor to provide a next-generation 911 solution with digital call delivery, ESInet, and NGCS hardware/software support.
(1) Vendor needs to provide next–generation 911 solution.– A next generation 911 service model with digital communication paths as their method of call delivery from their citizens dialing 911.– The proposed solution must be offered by a single provider (Contractor) of such services and networks.– Solution shall be capable of Interoperability with i3 compliant NG Core Services solutions offered.– The Contractor is responsible for the replacement and maintenance of ESInet and NGCS–required hardware and software when deemed end–of–life by the manufacturer or is defective or unserviceable due to failure or malfunction.– The local GIS officials predominately use ESRI products, however, there are some counties that utilize ThinkGIS by WTH as their primary GIS software.– Solution must provide a secure entry into the ESInet for emergency calls presented to the network.– Solution must offer the functional element in a next generation core services that is a LoST protocol server where civic location information is validated against the authoritative GIS database information.(2) All the questions must be submitted no later than December 09, 2025. (3) The contract period will be for one year. (4) Pre–proposal conference will be held on December 04, 2025.
