(1) Vendor needs to provide a detailed, science–based understanding of agency natural heritage attributes, elements, linkages, and overall system. The NHS (Natural Heritage System) strategy will be developed under the principle that ecological processes operate across multiple spatial and temporal scales, and that maintaining landscape–level connectivity and ecosystem function is essential for biodiversity conservation and ecosystem service provision in the face of ongoing development pressures and climate change. Locally relevant natural heritage information, data, and mapping layers (e.g., protected areas, biodiversity and species–at–risk data, landcover data, municipal Official Plans, etc.) by consulting with the agency, municipalities, conservation authorities, and regional organizations. Existing literature on landscape ecology principles and best practices as they relate to natural heritage system mapping and ground truthing at the landscape scale. A comprehensive vulnerability and risk assessment for agency that analyzes its ecological integrity, connectivity, and conservation value. Identifying tools and strategies that could be used to support agency NHS in the short, medium, and long–term (e.g., natural asset management practices, conservation or restoration priorities, stewardship activities, land acquisition priorities, etc.). Outlining a monitoring plan that could be used to evaluate the NHS in the short, medium, and long–term. Other components as recommended by working groups and/or Council. (2) All the questions must be submitted no later than February 27, 2026. (3) The contract period will be for one year.
