The NATO Communications and Information Agency (NCIA) aims to procure system software engineering services and support the system transition for additional modules in the Advanced Rapid, Targeting and Effects Mission Information System (ARTEMIS). This contract opportunity is open to U.S. prime contractors who fulfill specific eligibility requirements related to facility location, security clearances, and formal government approvals for NATO procurement processes.
Interested U.S. companies must maintain an active facility within the United States, hold a Facility Security Clearance at the level of SECRET or higher, and have personnel with appropriate security clearances. Firms must also be pre-approved for participation in NATO Competitive Procurement (NCP) and receive a Declaration of Eligibility (DOE) from the Department of Commerce (DOC). Successful applicants will need to register with NCIA’s eProcurement platform, Neo. Supporting documentation such as a company resume with relevant prime contractor experience and audited or reviewed financial statements will be required for NCP application.
Important dates include a DOE request deadline of June 24, 2026; the planned distribution of the Invitation for Bid (IFB) on June 30, 2026; an anticipated bid closing date of September 15, 2026; and an estimated contract award date of December 30, 2026. All contract personnel must be security-cleared, and coordination with the Department of Commerce and NCIA is mandatory throughout the process.
