DESCRIPTION
The selected vendor will develop a comprehensive national forestry and agroforestry strategy for Rwanda. The strategy is expected to provide direction for sustainable forest management, agroforestry development, biodiversity conservation, climate resilience, restoration of degraded landscapes, green economic growth, and improved livelihoods.
The work will include reviewing existing forestry and agroforestry policies, laws, strategies, plans, regulations, and institutional frameworks; assessing implementation achievements, lessons learned, gaps, and emerging priorities; and conducting a comprehensive situational analysis of the sectors. The vendor will also assess national, regional, and international trends affecting forestry and agroforestry development.
The final strategy should define a clear vision, mission, objectives, priority interventions, expected outcomes, and an implementation framework covering institutional arrangements, financing mechanisms, monitoring, evaluation, and reporting. The vendor must also develop a costed implementation and investment plan. Questions must be submitted by September 20, 2026.
