National Dam Safety Engineering and Design Services

The United States Army Corps of Engineers is seeking architect-engineer services to support national flood control dam and levee safety efforts through the Dam Safety Modification Center. The procurement will follow the Selection of Architect Engineers Act, FAR Subpart 36.6, and applicable USACE procedures. Work may be performed for the Corps of Engineers and its customers, including other government agencies and state and local entities, with projects predominantly located throughout the continental United States and its territories.

The contract scope covers multidisciplinary engineering and architectural support for flood control dam and levee safety civil works and MILCON-related projects. Services may include planning studies, engineering investigations, risk assessments, design, reports, construction plans and specifications, cost estimates, surveys, CADD support, construction consultation, inspection, quality assurance, and engineering during construction. Firms must provide qualified personnel, management systems, quality control, and technical capabilities that comply with USACE standards and professional requirements.

A minimum of three firm-fixed-price indefinite delivery contracts are anticipated, each with a one-year base period and four one-year option periods. The combined contract capacity will not exceed $250,000,000 over the life of the contracts, with task orders ranging from $2,500 to $120,000,000. The announcement is open to businesses of all sizes, and awardees must be registered in the System for Award Management. Large businesses will be required to submit a compliant small business subcontracting plan prior to award if selected as among the most highly qualified firms.
