DESCRIPTION


The Bureau of Reclamation, Columbia–Pacific Northwest Region, Columbia–Cascades Area Office seeks a contractor to provide a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for construction services relating to the Nathaniel 'Nat' Washington Power Plant Turbine Repair at the Columbia Basin Project in Washington. The work site is situated at the Grand Coulee Dam and Power Plant, roughly 90 miles west of Spokane and 60 miles north of Moses Lake, in Okanogan County, near Coulee Dam.

The selected contractor will be responsible for all activities associated with turbine runner and stay vane repair, including construction of temporary scaffolding, inspections, weld preparation, welding, grinding, and coating. Principal components of the work involve inspecting turbine runner, discharge ring, and stay vanes; installing and removing draft tube platforms; constructing and removing access scaffolding; metal removal; welding; grinding; and applying coatings as necessary.

This procurement is designated under NAICS 238190 (Other Foundation, Structure, and Building Exterior Contractors) and is open to full and open competition with a maximum cumulative contract value of $13.5 million. Compliance with Buy American and applicable trade agreement clauses is required. Prospective bidders are encouraged to attend a site visit—details to be provided in the formal Invitation for Bid—and must ensure their registration in SAM.gov prior to submitting proposals.
