The city is seeking a vendor to lead a facilitated engagement and planning process to develop an implementation-focused municipal strategic plan with integrated actions. This project is designed to assist the city in evaluating and setting priorities to effectively address challenges and opportunities associated with growth, while remaining responsive to resident needs.
The resulting strategic plan will be developed with input from city staff, Council, residents, and various stakeholders, providing direction for the city's initiatives over the next four years. The scope of work includes establishing city-wide strategic priorities aligned with operational and financial capacities, refining strategic pillars, and identifying departmental actions, deliverables, outcomes, and timelines required to advance these priorities. The selected vendor will also review and, if necessary, refine the city’s vision, purpose, and guiding principles, producing a clear framework to support decision-making and budgeting. The project aims to create a scalable model for future strategic planning cycles.
