The municipality is seeking professional consulting services to coordinate and prepare a municipal strategic plan for city council. The selected vendor will help identify municipal priorities and facilitate the development of a four-year strategic plan through engagement with council members, senior municipal staff, and third-party stakeholders.
The scope includes collecting and reviewing relevant data, developing an engagement plan for council review, and conducting consultations with senior staff, key community stakeholders, and the public. The vendor will also be responsible for preparing and presenting a draft strategic plan for review.
In addition, the project requires the development of a comprehensive implementation plan with clear action steps and key tasks needed to execute the strategy. The final deliverables must also include monitoring and performance measurement tools such as key performance indicators, progress tracking frameworks, and dashboards.
