(1) Vendor needs to provide mobile video recording solution– The Agency seeks to equip a portion of its patrol vehicle fleet with Mobile Video Recording (MVR) devices. – This initiative aims to implement a reliable, innovative, and cost–effective solution that advances technology, enhances officer safety and operational efficiency in dynamic patrol environments, ensures public accountability, and fully comply with the requirements • Video Trigger Operations– Provide a mechanism to automatically initiate video recording when specified events occur, including but not limited to the activation of warning lights, sirens–configured events, a wireless microphone– Support integration with additional equipment that can trigger video capture (e.g., weapon holsters, vehicle–mounted weapon locks for shotguns and rifles). – The system must allow for configurable triggers, enabling the agency to specify whether individual or multiple cameras are activated, or to log the activation of specific triggers (e.g., brake application, microphone muting, light activation, gun lock release) as part of the recorded video. • Video Viewing– The proposed MVR solution must meet the following functional requirements for video viewing across all vehicles:– Enable Troopers to access and view recorded video immediately after recording and in real–time. – Allow videos to be viewed concurrently while recording is in progress. – Provide functionality for Troopers to add markers, footnotes, case numbers, and multiple classification types to video prior to off–loading and after off–loading. • Video Storage– The proposed MVR solution must meet the following video storage requirements:– The agency retains full ownership of all data, as well as the tenant environment in which the data is stored. – Facilitate the storage and centralized repository of video and other digital evidence, including but not limited to digital photographs, media from MVR systems and various other sources, ensuring efficient manag
