The State of Michigan is seeking a qualified vendor to provide a solution for enhancing its Master Person Index (MPI). The project focuses on data enrichment, enabling the MPI to be augmented with missing or underpopulated data fields that are not currently available to the state. The solution must also allow the state to add or modify attributes used within matching algorithms as requirements evolve.

Key functionalities required include enhanced person matching capabilities, with the contractor’s solution able to receive batch files from the state MPI either via a secure file transfer service or application programming interface (API). The proposed solution should support on-demand batch processing for various State MPI sources and leverage national data sources for improved matching accuracy. Additionally, the system must provide matched data back to the state and maintain a free text field for internal identifiers throughout the input and output batch process.

Vendors interested in submitting proposals must address all requirements and submit any questions by December 8, 2025.
