The state of Massachusetts is seeking a qualified vendor to provide mass notification software and related services. The selected solution should support both emergency and non-emergency alerts with multi-channel delivery options, including SMS/text, voice, and email. Comprehensive audience management features are required, such as opt-in/opt-out capabilities, topic-based subscriptions, and advanced geographic targeting using address-based selections, polygon drawing, GIS layers, zones, or predefined areas.
The software must include message templates, approval workflows, audit logging, and robust reporting and analytics tools. Access to the system should be available via both web-based interfaces and a mobile application for residents and/or county staff, supporting push notifications. The vendor will provide full implementation, hosting, configuration, training, and ongoing support, including 24/7/365 customer service specifically for emergency alerting needs.
A mandatory pre-bid conference is scheduled for March 5, 2026, and any questions regarding the proposal must be submitted by March 11, 2026. The resulting contract will have a two-year term.
