(1) Vendor needs to provide long–range integrated strategic financial plan services.– Complete a full financial position assessment.– Develop a comprehensive 10–year three–statement financial model (income statement, balance sheet, cash flow).– Integrate agency existing capital plan and Master Facility Plan into the model.– Model transitional, activation, dual–operation, and migration costs for the replacement campus.– Run scenario and sensitivity analyses including standard healthcare variables and expanded stress tests.– Align the model with strategic initiatives as they are developed.– Provide coaching, interpretation support, and expert guidance.(2) All questions must be submitted no later than December 18, 2025.(3) The contract period will be for three years.
