Vendor needs to provide library strategy and strategic plan service. Consultations will assist with the development of the service review and inform the service model strategy and strategic plan. A consultation framework and engagement strategy, defining consultation questions, topic areas, and the appropriate engagement methods are required. The scope includes a full public consultation plan with targeted consultations with relevant key stakeholders. The vendor will review literature and background information provided by the library, including policies, reports, and other materials. The vendor will collect and validate existing services and activities from each unit of the organization to prepare an inventory of the current service delivery portfolio. Service and activity information will be analyzed and compared against information from the Research and Scanning phase, such as neighbourhood profiles, census data, and inventory mapping. The vendor will develop a change management plan to support recommendations and potential organizational changes derived from the updated service model, and will create specific communication toolkits and tactics to engage staff and stakeholders, communicating key highlights of the strategic plan. The change management plan will be integrated with the communications plan.
