Ontario is seeking qualified vendors to deliver comprehensive library strategy and strategic planning services focused on consultation, organizational analysis, and change management. The vendor will collaborate with the library to design a robust consultation framework and engagement strategy, detailing specific consultation questions, relevant topic areas, and appropriate engagement methods. This process includes developing a public consultation plan and conducting targeted consultations with key stakeholders.
The scope also requires the vendor to review internal policies, reports, and related background materials, as well as to compile and validate an inventory of existing services and activities across all organizational units. Through analysis of this inventory, in conjunction with data from neighbourhood profiles, census information, and inventory mapping, the vendor will support the creation of an informed service model strategy and strategic plan.
Additionally, the vendor will develop a change management plan to guide implementation of recommended organizational changes. Communication toolkits and strategies will be created to effectively inform staff and stakeholders, ensuring key elements of the strategic plan are clearly conveyed. Integration of the change management plan with a comprehensive communications plan will be essential for supporting a smooth transition and adoption of the new strategic direction.
