An agency in Alberta is seeking a vendor to provide comprehensive learning management system (LMS) hosting services for its Moodle environment. The scope of work includes delivering a cost-effective, cloud-based hosting solution to support three distinct instances of Moodle—each with production, test, and development versions—for a total of nine environments.

The selected provider must support integration with the agency's existing systems, including PeopleSoft Student for student information management, Azure for single sign-on identity management, and Course Merchant for enrolment in continuing education courses. Experience integrating Moodle with these platforms is highly desirable.

Vendors should have a strong track record in secure Moodle hosting, offering robust data storage, backup, and archiving solutions. The hosting architecture should be cloud-based or hybrid, with high availability (99.9% uptime SLA), load balancing, auto-scaling, and redundant infrastructure across multiple data centers. Security requirements include end-to-end encryption (TLS 1.2+), AES-256 encryption for data at rest, role-based access control, and multi-factor authentication for administrators. Respondents are also expected to detail their data privacy practices and data ownership policies.
