(1) Vendor needs to provide learning management hosting services– The successful proponent shall provide a cost–effective, cloud hosting environment solution of our entire current LMS – Moodle environment which includes the following:– Three separate instances of Moodle, with three versions: production, test, and development (for a total of 9 environments) In addition, the following sections are also required:• System Integration/User Authentication– Agency currently uses PeopleSoft Student as its Student Information System. Respondents will need to be able to successfully work to support Moodle’s integration with PeopleSoft Student.– Agency currently uses Azure for its SSO Identity Management solution.– Agency is using Course Merchant to enrol students in continuing education courses. Respondents should provide any information about their knowledge and/or experience integrating Moodle enrollment and course creation through this product.• Cloud Hosting/Data Storage & Security Solutions– Agency seeks respondents with a proven track record of hosting and support services for Moodle LMS clients.• System Backup/Course Backup/Course Archive– Respondents should provide a description of the site and course backup options available through their service.• Data Ownership/Protection– Respondents should discuss their data privacy standards and details regarding data ownership• Technical (Non–Functional) RequirementsHosting Architecture– Cloud–based or hybrid architecture with high availability (99.9% uptime SLA).– Load balancing and auto–scaling to manage traffic spikes.– Redundant infrastructure across multiple data centers for failover.• Security & Privacy– End–to–end encryption (TLS 1.2 or higher) for data in transit.– AES–256 encryption for data at rest.– Role–based access control and multi–factor authentication for administrators.(2) All the questions must be submitted no later than December 5, 2025(3) The contract period will be for one year.
