SUMMARY

The Treasury Common Services Center intends to award a sole source contract to Fathom Financial Consulting Limited for specialized econometric modeling and scenario development services supporting Intelligence Community economic analysis.

DESCRIPTION

The Treasury Common Services Center (TCSC), on behalf of the Office of Intelligence and Analysis (OIA) and the IRS OITA, announces its intent to award a sole source contract to Fathom Financial Consulting Limited of the United Kingdom. The scope includes access to proprietary econometric modeling and scenario development consultation programs such as the Capital Flows Tracker, Energy Transition Scores, and the RiCArdo database. These services are critical for providing advanced macroeconomic forecasts, modeling global financial crises, and evaluating country-level financial vulnerabilities.

Fathom’s unique expertise is leveraged to support OIA analysts with specialized econometric skills not found in-house, enabling scenario analysis, risk evaluation, and policy support related to the Intelligence Community's priorities. Their suite includes proprietary models developed for and by the Intelligence Community, supporting early warnings on economic and financial risk at national, regional, and global scales. The contract period is anticipated as one base 12-month term with four 12-month option periods.

Interested parties are invited to submit capability statements by the deadline, demonstrating their ability to meet the unique requirements described. However, the Government reserves discretion regarding competition, and in the absence of viable alternatives, intends to proceed with this sole source award.
