Provide software development Services
Provide HHSC Business Operations Support through supplemental technical support Services through support and assistance with time and materials Service Requests
Support and assist HHSC with development tool evaluations
Support and assist HHSC with security assessments and remediations
Provide specialized training within organization's expertise as requested by HHSC
Provide maximized Contract value to the State, Clients, end-users, and taxpayers
Educate the Contractor staff on the various aspects of the TIERS system
Provide support for HHSC ad hoc requests
Support HHS system security functions
Support HHS data governance functions
Maintain timekeeping records of actual hours expended on any of the service domains
Comply with requirements in Information Security Acceptable Use Policy
Comply with HHSC's request to repurpose resources and Sprints to focus on critical activities as needed
Maintain compliance with all applicable security procedures of HHS
Cooperate and assist with efforts by HHSC and representatives of HHSC for security assessments
Assist HHSC with investigating and resolving reported Contractor staff privacy and security incidents
Contractor staff must complete cybersecurity training program certified under Texas Government Code, Section 2054.519
Maintain financial records for component service areas of the Contract
Establish and maintain an accounting system in accordance with standards
Effectively regulate the cost with allowable costs
Maintain an accounting system that provides an audit trail
Maintain, document, and submit operations cost data in accordance with HHSC requirements and federal manuals and directives
Submit an initial Accounting Policy Manual with the Contractor's Cost Proposal
Submit a copy of the Contractor's Cost Accounting Standards Board Disclosure Statement
Submit a final Accounting Policy Manual and Disclosure Statement within forty-five (45) Calendar Days of the Effective Date of the Contract
Cooperate with HHSC, HHSC auditors, Texas State Auditor's Office (SAO) and the federal government in their inspections, audits, and reviews, and provide all necessary records and information
Permit authorized representatives of HHSC full access, both on-line and in person, during normal Business Hours, to the accounting records that HHSC or its authorized representatives determine are relevant to the Contract
Make accounting records or supporting documentation relevant to the Contract available to HHSC or its agents within ten (10) Business Days of receiving a written request from HHSC for specified records or information
Provide an Annual Financial Statement, depicting the Contractor's operation no later than 90 days after the end of each Contract year or after the termination of any contract resulting from this Solicitation
Provide a separate expense summary detailing operations under the Contract no later than 90 Calendar Days after the end of each Contract year or after the termination of the Contract
Submit a Financial Operations Plan as an appendix to the Cost Proposal
Provide a clearly defined project management methodology and organization
Establish a PMO organizational structure for the project
Comply with HHSC approved standards, processes, workflows and methodologies in all Deliverables and Services provided
Define, manage, and ensure responsibility for the project tasks, Deliverables, risks, and issues
Use HHSC approved project management tools and adhere to HHSC approved processes for Project Management
Identify, monitor, and address all risks and issues associated with the delivery of the Services in Jira
Provide updates to HHSC approved risk and issue tracking systems
Provide program and project management support with Agile and Project Management Institute (PMI) certified technology professionals
Adhere to and report compliance with all contractual KPMs
Recommend continuous process improvement and efficiencies for HHSC approved processes, procedures, and tools
Create, maintain, and submit all plans as defined in Exhibit N, TIERS Deliverables for HHSC approval
Improve TIERS Suite of Applications service delivery through the continuous improvement of processes, productivity, maintainability, and reusability in accordance with HHSC and industry best practices
Train developers, testers, DBAs, project managers and other Contractor technology professionals, on IT SSA Agile processes, methods, and principles prior to assigning the individual to an Agile Scrum team
Educate HHSC staff on the various aspects of the TIERS system
Train HHSC Program staff, on IT SSA Agile processes, methods, and principles of HHSC approved Agile processes
Educate HHSC Program staff on the various aspects of the TIERS system through the TIERS Learning Academy
Educate selected HHSC IT resources on the various aspects of the TIERS system
Provide Services to support the IT SSA Agile tools
Perform criminal background checks of all the Contractor staff prior to assignment as required by the State
Create, maintain, and adhere to HHSC approved staffing plan
Ensure all staff are working on the project during all normal Business Hours
Remove and replace any staff deemed unacceptable by HHSC within fourteen (14) Calendar Days of notification
Maintain and provide on a monthly basis, and as requested by HHSC, an up-to-date staffing contact list of all Full Time Employees (FTEs) assigned and performing under the Contract
Provide assistance preparing test data, running tests, and reviewing test results as required by HHSC
Use HHSC approved Development and Operations (DevOps) tools for source code management, continuous integration, continuous deployment, dependency resolution, artifacts management, GitOps, static and dynamic Scans and release deployment management
Maintain the testing defect record during release readiness in OpenText ALM or any other HHSC approved tool, for all activities
Perform full builds and deploy every Business Day after 7:00 pm Central Time (CT) to the development environments using HHSC approved tools and pipelines for CI/CD automation unless instructed otherwise by HHSC
Track defect metrics in HHSC approved defect management tool
Communicate the status of test outcomes to HHSC using HHSC approved communication channels and/or tools
Provide expert advice on retooling for advanced DevOps, testing automation and process automation techniques and technologies
Utilize HHSC approved tools and technologies for static code analysis, dynamic analysis, and penetration testing
Participate in and assist HHSC with troubleshooting build and deployment issues
Create and maintain in HHSC approved test management tool
Perform data preparation required for efficient software testing to support the Exhibit KK, Test Management Plan
Obtain appropriate HHSC approvals and adhere to HHSC configuration change processes
Develop, test, and configure the appropriate build and deployment automation scripts using HHSC approved tools to make changes to software and database configurations
Adhere to and maintain version control of configuration scripts, configuration attributes, and database artifacts using HHSC approved Configuration Management Database (CMDB) tool
Assist HHSC in maintaining the Configuration Management Plan detailing the procedures
Perform and support development teams with version control processes
Coordinate with HHSC Data Base Administrators (DBAs) to manage software and database configuration across all environments
Develop, modify, and maintain automated database build scripts, Data Description Language (DDL) and Data Manipulation Language (DML) that are environmentally agnostic to efficiently apply database changes to all environments
Perform logical database administration in support of TIERS Suite of Application changes implemented within each Sprint Cycle
Support HHSC in promoting database build(s) through the development and testing of all environments used to perform DDI Services under various releases
Obtain appropriate HHSC approvals prior to performing schema and master data changes
Document, update, and maintain the data dictionary and database models in adherence to HHSC approved standards and guidelines
Maintain databases using HHSC approved Exhibit EE, TIERS Configuration Management Plan and Exhibit DD, TIERS Change Management Plan
Build and maintain environment agnostic scripts for deployment of code
Provide assistance to HHSC staff in troubleshooting all environmental issues related to applications developed by the Contractor
Work with HHSC to maintain development environment configurations, and support HHSC with promotion of changes across environments
Assist HHSC test teams with TIERS Suite of Application releases for LaST and ProdFix environments
Assist HHSC with maintaining and managing TIERS training environments
Facilitate CPM sessions and develop CPMs as needed and provide CPM analysis, recommendations, and resolution information
Provide information to the ASK team throughout the CPM identification processes to ensure accuracy
Provide assistance to HHSC in managing CPMs throughout the CPM life cycle
Monitor and report status on the TIERS defects associated with individual CPMs
Triage SRs reported to determine if a PSR is required and assign the SR to appropriate party for action in HHSC approved PPM tool
Adhere to HHSC approved PSR process to resolve data errors
Identify PSRs related to user errors and provide analysis to the IT SSA Business Automation PSR Approval Group
Perform root cause analysis for the PSRs, including identification of additional affected records and update results in HHSC approved PPM tool for HHSC review and approval
Provide PSR resolution information to HHSC's IT SSA Business Automation PSR Approval Group for end user errors not requiring a data fix
Develop and test a data fix for each PSR to resolve and verify the resolution and submit the PSR for HHSC approval
Link HHSC approved data fix in HHSC approved PPM tool to a long-term solution, either to a maintenance or a modification SR
Determine if a PSR is required to correct the historical records impacted by completed maintenance or modification SR's and assign the PSR to appropriate party for action in HHSC approved PPM tool
Coordinate with HHSC Level II Help Desk to ensure the data fix and end user actions occur in the correct sequence
Create and maintain PSR related batch jobs as required
Use HHSC Robotic Process Automation (RPA) PSR support tool and assist HHSC as needed in maintaining the tool
Assist HHSC Level II Help Desk team to analyze, determine root cause, and resolve maintenance Service Requests
Provide support for the Contractor's staff
Staff Level III Help Desk to analyze and resolve SRs using HHSC approved PPM tool
Update each SR in PPM by documenting analysis and resolution activities as they are identified
Assign non-escalated and escalated SRs to appropriate Contractor resource for analysis and response within HHSC approved timeframes within the Contract KPMs
Perform analysis and triage of assigned SRs to determine if root cause requires a data fix, defect fix, modification, or if it is an end user issue
Create a new modification SR when the root cause associated with a TIERS Suite of Applications data fix requires a code fix
Perform batch operation Services as approved by HHSC for TIERS, LTSS, and YTB
Validate production batch environment after each software release
Respond to batch job failures in a timely manner and escalate according to HHSC approved process
Escalate any batch overlap/impact with/to online systems occurring outside the batch window
Support all environments for batch operations
Monitor production batch schedules 24/7/365 with approved HHSC batch operator shift schedule
Perform activities during the shift
Obtain pre-approval from HHSC for deviations from the batch window for all batch operation activities related to production environments
Nightly batch jobs must complete within the batch window outside of HHSC normal hours of operation
Provide technical support Services to HHSC for the TIERS Suite of Applications on a time and materials basis using Service Requests in HHSC approved PPM tool in accordance with HHSC approved TSS management processes
Provide resources to staff fifteen (15) dedicated Base Sprints per cycle
Provide resources to staff ten (10) additional Flex Sprints per cycle
Provide additional Contractor development staff as needed to support Base Sprints and Flex Sprints Scrum Teams
Perform TIERS Suite of Application design, development, testing activities, and provide Deliverables to implement modifications and enhancements approved by HHSC for each Sprint cycle
Perform individual Agile Sprints in accordance with the processes and methods outlined in the current HHSC approved version of Exhibit BB, IT SSA Agile Process Guide
Provide Contractor Subject Matter Experts (SMEs) for mandatory Agile ceremonies
Facilitate and participate in the Scrum of Scrum sessions to coordinate the efforts across multiple Scrum teams
Facilitate and participate in Spike sessions to define design changes for the TIERS Suite of Applications
Provide guidance on user-centered design principles and assistance with applying principles to help improve usability of workflows, screens, and interfaces for TIERS Suite of Applications
Support future TIERS Suite of Applications modernization initiatives
Coordinate with HHSC to achieve a higher level of Medicaid Information Technology Architecture (MITA) maturity
Develop all applications adopting the network, data center/cloud infrastructure, servers, and platforms approved by HHSC
Develop all applications using software tools approved by HHSC
Upon HHSC request, the Contractor shall support and maintain any new software tools approved by HHSC IT Applications leadership
Submit recommendations to HHSC for alternate or additional software tools that improve efficiencies and align with the Application Architecture
Comply with HHSC software integration requirements to ensure TIERS Suite of Applications software integrates with enhanced eligibility support technologies
Adopt the current HHSC approved Development and Operations (CI/CD Dev/SecOps) process and provide support and recommend solutions for continuous improvement of the processes
Maintain HHSC approved repository to reflect Spikes, Story Point Estimates, Story Boards, User Stories, Acceptance Criteria detail, and other design artifacts and documentation
Create, update, and maintain the TIERS Suite of Applications requirements baseline using HHSC approved tools
Provide all release related artifacts including but not limited to code baselines, database changes, property file changes, configuration changes and other artifacts in HHSC approved repository
Develop and test English and Spanish of user interfaces, notifications, and correspondence for the TIERS Suite of Applications
Perform peer reviews of code while code is developed and prior to testing to demonstrate compliance with the Exhibit II, TIERS Software Specifications Standards and Guidelines
Provide support for Trading Partners teams in troubleshooting Web Services impacted by changes to the TIERS Suite of Applications for each release cycle
Develop, update, and maintain TIERS Suite of Applications databases in development and testing environments
Participate in and assist HHSC and other Trading Partner teams in troubleshooting build issues for the TIERS Suite of Applications
Participate in and assist HHSC and other Trading Partner teams in troubleshooting test issues for the TIERS Suite of Applications
Participate in and assist HHSC and other Trading Partner teams in troubleshooting application issues for the TIERS Suite of Applications
Support HHSC development teams by resolving version control and merge related issues
Create and maintain in OpenText Application Lifecycle Management (OpenText ALM) or any other HHSC approved issue and project tracking tool, all Sprint Cycle related test scenarios, test plans, and test cases together with the appropriate User Stories
Allocate Scrum teams for performing release readiness activities for a Sprint Cycle Set
Facilitate and participate in interim and final demos with Product Owner and other Product Team leads
Maintain the pre-production defect (story bug) records in Jira or any other HHSC approved tool, for all steps for which the Contractor is responsible
Adhere to Sprint testing requirements during Sprint
Support HHSC in integrating automated test scripts for TIERS Suite of Applications to build end-to-end test automation
Support HHSC with activities associated with software code deployment to all environments
Develop, modify, and maintain automated test scripts to facilitate software testing
Define, implement, and adhere to HHSC approved software testing protocol to ensure the delivery of software
Adhere to HHSC Load and Stress Testing (LaST) requirements
Review HHSC LaST profiles on an annual and as needed basis to identify deviations with current production application usage and identify adjustments to the LaST profiles for HHSC review and approval
Create and maintain an artifact repository that contains all system documentation
Develop, maintain, and test the YTB (YourTexasBenefits.com) mobile application to operate on Android devices using HHSC specified versions of the Android OS and HHSC specified mobile Services using HHSC approved tools
Develop, maintain, and test the YTB mobile application to operate on Apple devices using HHSC specified versions of the Apple iOS and HHSC specified mobile Services using HHSC approved tools
Perform analysis of new Mobile Operating Systems (OS) approved by HHSC
Resolve incompatibility issues upon HHSC approval based on the associated impact analysis
Perform analysis of new Client hardware platforms approved by HHSC
Assist HHSC in managing and monitoring Android and IOS App Store accounts
Assist HHSC in managing, monitoring, and reporting on user analytics collected using Google analytics or other HHSC approved tools

Provide a refined high-level estimate, by collaborating with product owner, HHSC program SMEs, IT SSA business analysts, and developers to breakdown the epics to minimal viable product epics
Facilitate and participate in discovery sessions to develop User Stories and detailed Acceptance Criteria for each Epic and provide the subject matter expertise and guidance to enable the Product Owners to approve the relevant Acceptance Criteria
Engage with HHSC staff and other end-users through observation and design sessions to better understand workflows and opportunities to improve user experience
Comply with HHSC approved testing requirements to ensure integration between Contractor testing and supporting technologies for defect resolution
Record all integration and release support defects in HHSC approved defect tracking systems
Adhere to HHSC approved Exhibit KK, Test Management Plan
Ensure a successful transition of Services from the incumbent contractor for TIERS Suite of Applications Maintenance, Enhancements, and Support service to the Contractor
Contractor must work with HHSC to develop a Transition Plan that aligns Contractor transition activities with the incumbent contractor's Turnover Plan
Provide progress against HHSC approved Transition Project Work Plan for each task through status reports and at progress meetings with HHSC on a HHSC approved schedule
Assume responsibility for all open Service Requests for the TIERS Suite of Applications reported and logged into OpenText's Project and Portfolio Management (OpenText PPM) tool or any other HHSC approved PPM tool
Provide the PMO and Key Personnel team based in Austin, Texas, within seven (7) Calendar Days from the Contract Effective Date, and coordinate with HHSC to define all activities through the first ninety (90) Calendar Days after Contract Effective Date
Provide all completed Transition milestones per the deadline in HHSC approved Transition Project Work Plan, including any additional activities needed to satisfy readiness assessment requirements
Without modifying Contractor's other obligations under the Contract with respect to Key Personnel, if the incumbent contractor is awarded the Contract, the Contractor will obtain approval from HHSC prior to the reassignment of proposed project resources for six (6) months following the Effective Date of the Contract
Deliver initial versions of all the Project Management Office (PMO) plans as defined in Exhibit N, TIERS Deliverables
Provide plans, processes, and procedures for approval by HHSC
Provide the following transition Deliverables
Provide HHSC with background check criteria and guidelines for HHSC review and approval, within five (5) Business Days of Contract Effective Date
Contractor must complete IT SSA required security onboarding processes including Contractor employees and its subcontractors prior to performing Services
Contractor must provide training to Contractor's employees and subcontractors on security policies as directed by HHSC during Transition to maintain continuity of Services at Operational Start Date
Nine (9) months prior to the end of the Contract Term, including during any optional renewal periods or at the request of HHSC, the Contractor must develop, update, and submit a comprehensive Turnover Plan detailing the proposed schedule, activities, and resource requirements associated with the Turnover tasks
In the event of an early termination of the Contract, the Turnover Plan will be implemented during the time period specified by HHSC in its notice of termination
During Turnover, the Contractor must ensure program stakeholders do not experience adverse impact from the transfer of Services
Adhere to the Turnover requirements
Provide knowledge transfer Services to HHSC or HHSC's designee during Turnover
Provide 90 Business Days of post Turnover support to address technical questions from HHSC or HHSC's designee for the TIERS Suite of Applications
Contractor must not restrict or prevent any Contractor staff from accepting positions from HHSC or HHSC's designee
Contractor must allow as many staff as practicable to remain on the job to help the successor maintain the continuity and consistency of the Services required by this Solicitation at no additional cost to HHSC
In the event of early termination of the Contract due to the natural expiration of the Contract Term, whether the initial term or a subsequent term exercised upon extension, HHSC, may, in its sole discretion, choose not to grant any further extension
If the Contract is terminated by HHSC for any reason, the Contractor must provide for a reasonable, mutually agreed period of time after the expiration or termination of the Contract, all reasonable Turnover assistance requested by HHSC
