The County is seeking a vendor to provide an inmate telephone system comprising various call types, including collect, pre-paid collect, debit, free, visitation sessions, and inbound voicemail. The system must incorporate voice biometric technology for initial and ongoing inmate identity verification, with integrated analytical tools and reporting capabilities.

Additionally, a complete IP-based Video Visitation System is required to enable real-time video and audio communications between inmates and the public or professionals remotely, as well as facilitate video court proceedings with the Superior Court. The contractor is expected to provide these services without reducing total gross revenue based on certain deductions, such as fees, bad debt, or uncollectible calls.

A pre-bid meeting is scheduled for March 24, 2026, and questions should be submitted by April 7, 2026.
