The State of California is seeking a qualified vendor to implement an information technology modernization system focused on a modern Software-as-a-Service (SaaS) licensing solution. This system will support pilot licensing, renewals, license management, and the digitization and standardization of currently manual workflows. A key objective is to establish a centralized data repository to enhance the management and oversight of licensing activities.
The project scope includes comprehensive technology and implementation planning, installation and configuration of the software application, database implementation and data conversion, as well as solution testing to ensure end-to-end functionality. The selected vendor will also provide training and develop training materials for both end-users and system administrators.
The system must offer robust case and workflow management capabilities to support the tracking and execution of core business functions—such as scheduling public meetings, managing trainee and continuing education programs, holding pilotage rate hearings, and more. Additionally, requirements include advanced document management, querying features that allow data filtering and sorting, manipulation of data through aggregation and transformation, and the ability to perform complex relationship queries across interconnected datasets.
Vendors interested in this opportunity are required to submit any questions regarding this initiative no later than March 2, 2026.
