The City of Sugar Land, Texas is seeking a master developer with vision, experience, and a long-term commitment to partner in delivering a transformative, high-quality redevelopment of the Imperial Historic District. The district is strategically positioned near one of the nation’s largest metropolitan markets, offering direct access and expanding opportunities for business, tourism, and investment.

The redevelopment initiative includes flexible land-use and economic development tools to support revitalization. The scope of services encompasses public engagement and community outreach, contract negotiations with third parties, planning and design, entitlement processes, and development approvals. Additionally, communications and public relations support are required to ensure effective stakeholder engagement throughout the project.

A mandatory pre-bid meeting will be held on March 10, 2026, and the deadline for submitting questions is March 13, 2026.
