DESCRIPTION


The government authority in Denver, Colorado is seeking a consultant to provide impact fee study services under a one-year contract. The study will identify costs and cost recovery opportunities through impact fees for transportation, municipal facilities, parks and recreation, police, and fire services.

The selected consultant will evaluate and document alternative approaches to calculating fees or providing exactions, where appropriate, and present the advantages and disadvantages of each approach along with recommendations. The work is expected to use available cost and service level information to determine the true costs associated with new development, including considerations such as incremental versus average costs and current versus future service levels.

The scope also includes supporting two-way communication with developers and home builder representatives, participating in meetings with staff and stakeholders, and delivering up to five presentations. The final report must document costs and supporting data necessary to establish nexus and proportionality requirements for adoption of impact fees in compliance with Colorado law, and provide impact fee calculations for Parks and Recreation, Fire and Emergency Medical Services, Police, Municipal Facilities, and Transportation. Questions are due by May 18, 2026.
